Self employment, age and financial security – an international comparison
In the light of the demographic change in most welfare states, the employment situation of older people is of growing importance. In addition, Germany faces huge changes in the labour market, e.g. policy measures to increase the retirement age, fragile working careers, an increasing rate of temporary, low-paid jobs, and a rise in self-employed work. For instance, between 1991 and 2009, the rate of self-employed people in Germany increased about 25 per cent. In particular the rate of self employed people with small businesses without further employees raised up within the last years – persons, who are more likely to have lower incomes and restricted financial resources.
Are we facing a new poverty among the elderly? Against this background, research on self-employed elderly and older entrepreneurs becomes significant, as about 75 per cent or 3 million self-employed people in Germany are not compulsory insured in the statutory pension system. In addition, little is known, how many of these self-employed people provide for their own financial security in old age, resp. what they can afford for private financial savings. This research project will contribute to fill the existing lack of research on financial security of older self-employed people in selected European countries and the U.S.. More specifically, the following core questions will be explored:
- What is the amount of self-employed people 50plus from the international perspective?
- Which socio-demographic characteristics are typical for older self-employed persons?
- How much can self-employed people contribute to financial savings and therefore how are self-employed elderly in different welfare states financially secure in later life?
To answer these questions, this research focuses on financial savings and entitlements as well as working conditions and health status. All these information are taken for European countries from the Survey of Health, Ageing and Retirement in Europe (SHARE) and for U.S.-Americans from the Health and Retirement Study (HRS). The aim of the project is to reflect the individual and societal chances and financial restrictions for older self-employed people in selected welfare states with different pension schemes. In addition, social policy recommendations are supposed to give concrete ideas how old age poverty for self-employed workers could be prevented.
