Privatsphäre und Datenschutz in Europa: Traditionen, Praktiken, Diskurse
Datenschutz ist in den vergangenen Jahren zu einem Gegenstand politischer Auseinandersetzung geworden. Eine transnationale Kampagne für den Schutz der Privatsphäre hat sich herausgebildet und Unterstützung gewonnen. Mit einer grundlegenden EU-Regulierung (EU-Datenschutzgrundverordnung) soll ein harmonisiertes europäisches Datenschutzregime etabliert werden. Haben wir durch die zugehörigen Lobby-Kämpfe in Brüssel sowie durch die Enthüllungen auch Einblicke in die ökonomischen wie staatlichen Interessen in diesem neuen und komplexen Feld des Internet Governance-Makrokosmos erhalten, wissen wir doch nur wenig über die soziopolitische Wirklichkeit von Privatsphäre und Datenschutz. Zudem fehlen Erkenntnisse darüber, wie diese zwischen verschiedenen Gesellschaften, selbst innerhalb der Europäischen Union variieren. Ohne ein entsprechendes Wissen sind sowohl die demokratische Legitimität europäischer Rechtsetzung als auch die Chancen und Hindernisse internationaler Regulierung nur schwer zu bewerten.
Vor diesem Hintergrund soll dieses kollaborative Projekt eine substantielle Analyse politischer Strukturen und Diskurse von Privatsphäre und Datenschutz in unterschiedlichen europäischen Staaten erarbeiten. Es wird in Kooperation mit dem John-Stuart-Mill-Institut für Freiheitsforschung in Heidelberg durchgeführt. Dabei orientieren wir uns an folgenden Leitfragen:
- Welche Deutungsmuster finden sich in aktuellen Debatten über Privatsphäre und Datenschutz in Europa?
- Welche optimistischen oder pessimistischen Narrative werden in der Auseinandersetzung mit den Herausforderungen des digitalen Zeitalters artikuliert?
- Welche Traditionen und Praktiken lassen sich in Diskursen über Privatsphäre und Datenschutz erkennen?

Der Workshop wird am 26. und 27. November 2015 im Internationalen Wissenschaftsforum Heidelberg (IWH) stattfinden. Die Tagung wird durch die Fritz-Thyssen-Stiftung sowie im Rahmen der Exzellenzinitiative (Field of Focus 4: Selbstregulation und Regulation: Individuen und Organisationen) gefördert.

Excursion to ZKM Karlsruhe
After lunch, we start our excursion to the ZKM Center for Media and Art in Karlsruhe where Mr. Bernhard Serexhe, Director of the Museum, will be expecting us. After a short welcome address and introduction, we will receive a guided tour through the exhibition “Global Control and Censorship”. We have arranged for a bus that will bring us to Karlsruhe (and back). The workshop programme ends after the visit to the museum. Those who are in a hurry will find at Karlsruhe station trains to all destinations, others are cordially invited to return with us to Heidelberg for dinner and possibly a visit to the local Christmas Market.
